Ar-RA'd (Thunder) is the 13th Sura of the Qur'an. It consists of 43 Sura of the Qur'an verse and Sura of the Qur'an Verses included. This Sura is named Ar-RA'd which means Thunder (Lightning) because Allah says in paragraph 13 that means thunderstorms that celebrate praising him, pointing out the nature of the Holiness and perfection of God Almighty.
And again according to the nature of Al-Quran containing threats and expectations, then so does the Thunder that also cause anxiety and hope to men. The contents of the most important of these is that the Sura of the guidance of God to his creatures were tied closely to the law of cause and effect.
For Almighty God there is no favoritism in setting punishment. Or reply is due to the punishment and obedience or disobedience to the law.
